How do these two things work when they are together on the same mech?

Very well.

You only get the sensor benefits of the CAP. It won't disrupt enemy ECM. So you get the Target Info faster, you can detect shut-down mechs within the range, and you get an increased sensor range.

You would be better served dropping in a console over BAP if you're running ECM in my opinion and/or a targeting module, you'll get more benefits as the BAP is negated when it comes to disrupting enemy ECM if you're running ECM.

They both function exactly as the would in any other mech, with ONE difference wehn mounted together:
The Auto-disrupt of BAP is off, meaning you have to toggle the ECM to disrupt if you need that functionality, just as you would on an ECM mech w/o BAP.. Flipside is you get a larger disrupt range than that of the BAP, 180M IIRC....
All comes down to what you plan on using the mech for and what you personally consider more important for that purpose... that said. most of my ECM mechs, esp lights, have both. Partly also so they can take modules that give other benefits (cERLL range, seismic, Radar Derp, Target decay, etc, depending on the specific mech), instead of having to dedicate Module slots to something I have the tonnage and crit slots to do with standard equip,
