Maybe it would be good to allow everyone a Yes and No vote for just the maps, not the modes.
So you can vote for a map then down-vote another one.
This means the most hated maps will get the most down votes, which reduces the overall votes for that map

downvote would be pretty cool. like if im in my brawler and everyone is voting highlands, but i really dont care which of the other maps get selected. i would make it where you get either an up vote or a down vote but not both. this would probibly work better with blind voting too.

Yeah. I've suggested it too. Today, when voting is open, players can choose to vote against map, they don't like to play, instead of voting for favorite map. But with blind voting it won't be possible. So "vote against" would be very useful feature.
It would also be cool to completely get rid of voting. Why do we need to waste time on voting, if we will vote the same way every time? Why can't we simply have "map priority" system, where every player can just set his map priority and forget about it forever?

I suggest following system:
1) Get rid of voting
2) Implement "Map/mode downvote" system.
3) Implement "Map/mode preference system", where players can set their map/mode priority once and forget about it.
4) In order to keep "Vote multiplier" system in place, 3 categories of maps/modes should be implemented: preferred, neutral, unpreferred. Preferred - map/mode, you want to vote for. Neutral - map/mode, you don't care about, so you prefer to keep your multiplier, if voting offers neural maps/modes only. Unpreferred - map/mode, you want to vote against.
5) Implement following vote priority: Preferred > Unpreferred > Neutral. I.e. if any Preferred map/mode appears - vote to it according to priority. Then, if any Unpreferred map/mode appears - vote against it according to reversed priority (vote against worst one). Otherwise - just don't vote and keep multiplier.
My map preferences would be:

Preferred - Excellent and Good
Neutral - Neutral
Unpreferred - Bad and Terrible.
My mode preferences would be:
Current modes:
Preferred - Skirmish
Neutral - Assault
Unpreferred - Conquest
Future modes:
Preferred - Skirmish
Neutral - None
Unpreferred - Assault, Conquest, Domination
