What are the 2 periscope thing in the top of the Phoenix Hawk ?

Its thrusters. And since its concept art, i doubt that the non jump jet versions would have them on the final model.

In macross/robotech they are also used as missile launchers. So they could be SRM/LRM/AMS hardpoints.

Basically the mechdesign is a lam. These structural parts are the remnants of that design.
edit: I was wrong. No lam design. The lam phoenix was developed from the design we have.

They also allow the Strike Valkyrie to go transatomshperic, they provide just enough extra thrust to reach escape velocity.

Since it is a Transformer, maybe they should make it sound like Optimus Prime instead of Bitchin Betty, when it talks to you.
