Doesn't the hunchback 4G have 3 energy HP in each arm and 3 ballistic HP in the torso (for a total of 9 HP)?

The Hunchback isn't a 'multi-role' design. It's built to do one thing - defeat more versatile mechs in a close-range slugging match.
The Hunchback isn't speedy. It's slower than everything else in its weight class.
If you had bothered reading the post, you might have noticed I prefaced that with 'from a customization viewpoint'. You are only looking at the mech in its primary configuration, instead of what it can be modified into. The Hunchback can be modified to run up to 124kph. It can also be modified to carry a Gauss Rifle. It can also be modified to carry twin PPCs. It can also be modified to carry a single PPC or light autocannon and run a respectable 86 kph.
Need I go on? The mech has -alot- of options, which is why it and the Catapult are 'multirole'. The Atlas and Jenner, by comparison, can only be modified a few ways. An Atlas will always move at a maximum speed of 53 kph (64kph with XL tech), while a Jenner can only drop so far down in speed before it becomes suicidal (and has to allocate more and more criticals to heat sinks due to smaller engine rating). That results in the Atlas firmly set in the Assault and Defense roles, while the Jenner is definitely going to be a Scout or Flanker. They don't have any other options.

We don't know how many hardpoints they will have at launch. The HBK seems to have started with 3 HP in each location, but word is now that they have reduced all HPs on all mechs to 1 per weapon. So, best to consider the HBK as having 1 Ballistic HP in the Right Torso, and 1 Energy HP in the Right Arm, Left Arm, and Head (3 energy total). That way, if more are included in the final version, it's an improvement instead of ending up with a design plan that can't work because it relies on HPs that may not be there.

Stock engine,
nearly max armor
Gauss Rifle w/ 3 tons of ammo
3x Medium Lasers
Double Heatsinks
Endosteel.
Runs like a dream, I don't see what the big problem is. You are about 75% as effective as a Gauss Cat, yet, you only give the enemy team a Medium Mech to combat you. So you score, because the enemy team will have less armor, and that 1x GR and 3x Medium will have some softies to shred up. Add in your Founder's Mech bonuses to end-game rewards....it's a money making machine!

If all it has is 2 balistic and 3 energy hardpoints, it is severely outgunned. The best I could come up with was keeping the engine the same to avoid core explosion from xl engines, reeplacing the ac 20 with a gauss riffle and 2 tons of ammo, changing the energy weapons to 3x medium pulse lasers, and the internals to endo steel, and double heat sinks. Lack of variety in builds is kind of hobbling this for me as a founders mech, and likely will have me changing my choice later.
Anyone have an alternative build that seems effective? Also if I add case on the torso with the gauss riffle, will it protect me from the gun exploding like it protects against ammo, or is it useless in the case of the gauss riffle.
I'm planning on revisting my 4G after Tuesday since I won't be eating FF repair bills.

4 tons of ammo may be excessive - may be worthwhile to drop a ton and either increase the engine or make the head laser an MPL.
Be conservative in you play and try to snipe. Stick close to your bigger friends who can soak more firepower. My Hunchback 4G is one of my favorite mechs but
