I'll grant you that water can run dry or leak, but there are a myriad of other problems that can crop up with a computer so I don't worry about it too much.
As for the cost aspect. I'd argue that a good self-contained water cooler is a great investment for a budget system. Most people buy budget components with an eye to overclock them and water would give you the most head room. Also, a good system will last you through multiple upgrades.
Plus, with water you eliminate the concern that a video card exhausting into the case will cause your CPU to overheat. I've seen many people with poor airflow not understand that concept.
