I understand why they did it in the beginning, with the 1st Clan wave pack, for balance issues. Even though it made several of the mechs sub par or only usable if you were a fan of that particular chassis i.e. the Summoner/Myst Lynx. A lot of time has past and several balancing efforts have been put in place, removed and placed again, but the original locked JJs remain, and several of those Clan chassis see very little use. A complaint seen time and again is the lack of variety in Clan DDs, and the response to those complaints are the same, 'There are only a handful of viable Clan mechs avail.'.
Now the Viper is coming out, and for my part I would be tempted to buy it on the looks alone, but I won't, not out of protest at PGI or some other reason people often use for not buying a new 'shiny'. I won't buy it because of the mechs I have in my collection, gathering dust due to locked equipment. Some people love JJs and can't get enough of them. For my part I would rather use the tonnage elsewhere, like heat sinks. I was excited about the Summoner, I was excited about the Shadow Cat, and the Myst Lynx looked interesting. They are all but crippled. Yes good pilots can do well with them, insert I do X amount of dmg and get Y amount of kills with my suchandsuch here: { }. The proof is in the pudding however, you don't see hardly any of those mechs in matches.
I wish my question about making the JJs removable again, (like they were when the pack 1st came out), was read at the Town Hall..but it wasn't

You got the history slightly off.
Mechs like the Summoner ALWAYS had locked JJs because that is the way they were built in Table Top.
Mechs like the Mad Cat and Kit Fox used to be able to remove their JJs due to how differently they were constructed, but PGI locked the JJs on them after the Timbertart 2 ERPPC + Gauss build became the best mech for a while.
The Viper is one of those mechs like the Summoner that will always have locked JJs because they're built directly into the base chassis. The Viper's jets are not pod-mounted like those on a TBR or KFX.
