Locking up all leg movement seems a bit drastic, I hope they go with limp-speed. 
And also I've tossed this idea out there before, but what if MASC was needed if you want to charge and knockdown a target?

As a conspiracy theory, when they mentioned a speed cap on mechs so long ago, you could say the current reduction in mechs top speed is to make way for MASC so that the speed threshold doesn't explode in fiery netcode death.

Walking speed is Engine rating / Tonnage * 16.2 km/h
So a jenner equipped with a 300XL would have a walking speed of
300 / 35 * 16.2 km/h = 138.9 km/h
MASC would propell this baby for 277.7 hm/h (for a short time).
*Note that in TT only full multiples of tonnage are allowed as engine size (e.g. 210, 245, 280, 315 for a 35 ton mech). So this formula could be used to re-calculate alternate engine sizes of MWO.

They could always do the same thing they did in MW2. You could run MASC for about 3-5 secs without any issues. But if you ran it for longer, the internal structure in your legs took damage. The Longer you ran it, the faster they took damage, till boom. No more legs. Basically, it's an "OH ****! MUST RUN FAST!" Button, to get behind cover, or whatever.
