Further to that, Russ seems to have confirmed on Twitter that they're at "zero bugs" for the April patch. So unless something catastrophic pops up over the weekend, the 4.19.16 patch looks good to go.
TL;DR- expect patch notes Friday, patch next Tuesday.

that would explain why you recently started getting "call to arms", you only get the call if your faction needs defenders for one of their plannets so if you had no contract you would not get calls, I have recieved them with no dropdeck setup.
as for patch notes lately they are often posted a few days before the patch but until the last 6 months ago they were not usualy posted until the servers went down for the patch, if you want the notes check this evening or tommorow morning, failing that check back monday evening and again just before the patch on Tuesday.

The call to arms is not new.
It is also not regulated/toggled by the state of readiness in your dropdeck.
It appears only if there is a need for players in the offense or defense of a planet in which the opposing team's attackers have completed their team or in the case of attacking an attack has been declared but they need more attackers to launch it.

Regardless, I am looking forward to Stage 3. I have only been able to play in one CW match so far. Wait times have been horrid, so I just play QP instead. It LOOKS like the patch is going to consolidate fronts every week so the whole universe will be fighting over a limited front. That sounds fantastic to me and will hopefully increase the fight frequency.
I played a lot of Eve FW. This game seems to have taken out all of the logistical stuff I hated about Eve (every time I quit Eve over the years its because my corp did a big move to some other part of the galaxy and that bored me to tears). Now it just needs to get the fighting part to happen a little more often.

Form what Russ said during the Town Hall there will not be a phase 4, but rather regular small improvements instead of the every year or so big changes.

sorry, no.
I have looked up some summery threads in the past but they tend to be written with the listeners opinion instead of the facts, so I have found about half the information to be inaccurate or incomplete, they used to do full transcripts, also they are. usualy also put on youtube a few days later, I usualy watch the twitch archive the next day, as listening to a 2-4 hour event starting at 1am is not usualy a good idea

You get a decent summary on the OutreachHPG reddit after each town hall. They're usually updated every few minutes AS it's happening, but this last one took a few hours I think. ANYHOW, it's there. A LITTLE bit of personal such-and-such tossed in there, but the information is pretty solid--I watched the TH and read the notes, each of the last few. It's good enough.
And I'm actually a bit surprised. Russ went so far as to say a few days ago that QA had cleared the bug list for it, but not April 19th patch notes yet. I was honestly expecting that to drop on Friday afternoon, like the last one or two have. ESPECIALLY so, given how enthusiastic Russ has been about Phase 3 (PRAISE BE!).
And I'm freaking DYING for the official details on 4v4. SO many assumptions, SO little hard data. Killin' me...
