Where Can I Find More Detailed Info On Phase 3?

All I could find on phase 3 is that short preview video from a couple months ago, and it doesn't really tell a lot.
The April Roadmap says CW will double in size and scope, but where's the nitty gritty?

Town Hall meeting specific to CW (community warfare)
1) CW to be changed to Faction play time stamp 54:19
2) Free Lance Call to arms for unaffiliated players, this contract for a specific drop (or battle)
Time stamp 55:50
3) A whole new careers and contracts look time stamp 56:39
4) More areas of contracts, you can be solo mercenary or unit mercenary, solo Loyalist or unit loyalist time stamp 57:00
5) Certain things that loyalist get and certain things mercenaries get much more different feel between those two aspects, for example loyalist are the only ones that get loyalty points. There will be a reputation system for mercenaries time stamp 57:57
6) War Planning-- it puts the decision in the players hand as to who they want to fight time stamp 59:00
7) Voting screen as part of war planning each 24hrs you will be given a vote so your faction decides who to fight (it will be based on lore and who your natural enemies might be) then the algorithm will choose a planet expect the number of contended planets to go down. time stamp 59:28
8) Scouting Mode is a 4 vs 4 player game mode it has change from unlocking where the next invasion planet would be but that proved too problematic.
9) The scouting or 4 vs 4 fight will happen on the planets that you’re currently fighting on. There will be three degrees of scouting information that will be available. The defenders will start out with this information but more precisely abilities time stamp 1:03:04
10) Information or abilities (remember defenders will know this info at start) (A) Battle field scan you will know what the other team will have (Russ mentioned types of battle Mechs) Time stamp 1:04:28
11) (B ) orbital recon (this will be up for tuning) is a scan of the battle field every so often so you would be able to tell which gate an attacker might me going too time stamp 1:04:30
12) (C) Long tom artillery it will be powerful but there will be an indicator that it is coming, the Long Tom will be automatic players won’t control it time stamp 1:04:55
13) 4 vs 4 game mode no respawn, this will be a tug of war for information and abilities, this mode will require some tuning. The matching will happen “the same way so we get to reuse the same system we have” you can bring a group of 4 or any combination of Mechs. When you get a 4 man strike team you go. Time stamp 1:05:52
14) If you’re a Loyalist unit and your unit tag is next to a planet you will be able to incentivize contract’s from your C-bill coffers (the first mention of C-bill coffers) he gives an example
Of amounts but essentially it will draw Merc there to fight because of the greater rewards. Time stamp 1:08:29
15) Both Loyalist and Mercenaries can do the next item which is the ability to use unit coffers to increase the defenses of your planet, one example is to increase the number of zones from 13 to 15, so it will be important to keep your unit tag on the planets you get or have. Time stamp 1:09:21
16) More reasons to keep or get planets (A) new leader board system top Loyalist and top merc unit where mentioned but there will be more time stamp 1:09:56
17) Possibilities: Russ is exploring the possibilities of MC rewards for unit tags on planets as further incentive to get/keep/hold planets, there will be a whole to winning and keeping planets time stamp 1:10:24
18) The phase 3 was originally going to be the main item for Phase three but Russ said this is double the original size and content of CW and it still won’t be done. Time frame for this to come out is from soon to the1st quarter at the latest. time stamp 1:11:00
Questions came next.
Side note: units lack of fighting each other some not their own fault but some is Russ calls out units time stamp 1:23:36
so you can see our info is old and sort of convuluted
Russ seem to not want to talk CW the last two town hall meetings
and NGNG would quickly move to another subject like can we have pink Mechs and other BS
also people in the chat tend to ask stupid questions and of course Phil and Deron would ask Russ

Started to answer another thread but one thing lead to another and I came up with this rough list
Russ talked about this stuff in the town hall meeting
Looks like they are going to change the system in phase 3
Point 1) the plan is to have Loyalist and only loyalists vote on where they fight
See town hall part 1(don’t worry it’s at the beginning)
Point 2) (time stamp about 3:50) Loyalist only get loyalty points (Mercs will get something else)
Point 3) loyalist will have the ability to "incentivize" contracts for Mercs using unit coffers (time stamp 4.08)
Point 4) units that have their unit tags on a planet will be able to upgrade that planets defenses’ (time stamp 5:24)
Point 5) Mercenaries or Mercs will have 7 day contracts (time stamp 6:10)
Point 6) Loyalist will be able to break their contract but will have a seven day cool down and will pick up the label of deserter!
This will be displayed for seven days or during cool down (time stamp 7:35)
Point 7) they are considering in CW matches displaying your current CW rank/title
point 8) loyalist that do break their contract and do the seven day cool down when said loyalist joins another faction they will have to play additional matches before they will be allowed full faction privileges (voting was mentioned and you won’t get loyalty points) (time stamp 8:37)
point 9) Free Lancer (solo players that are not part of CW) will be sent an urgent call to arms pop-up the goal is to try to drive some solo players into CW (time stamp 9:12)
Point 10) new leader board system (next page functionality whatever that is) will be in game if they can, planet tag leaders will be displayed (time stamp 11:28)
point 11) 4v4 scouting missions will be on the same planet you are invading they will not unlock the planet but will happen at the same time as the invasion they will give you a number of things only 3 are mentioned (1) drop ship scan so you will know the enemy teams composition (the one they are currently in) (2) Radar sweep of your enemy (times and intervals to be determined)
(3) Long Tom artillery strike unlocked be scouting missions
These scouting missions will use some of the public cue maps also tonnage might be limited to 55 tons to keep it more of a cap/scouting mode
Point 12) do you plan to add MM for CW answer "no" unless there is an addition of 5 to 10 times the number of player (things could change but no plans to add a MM)
If they did plan to work on MM then all work on the other features would stop
Time stamp part II 0:22
Edit: added point 12

You will be able to drop into CW if you don’t have a unit tag
From what I can gather you can be solo or in a group you just can’t have a unit tag
Now if you’re a 1 man unit (like me) or a multi-man unit and have a unit tag you will drop with
Players with unit tags
Hth
correction
ok I stand corrected
non unit tag players (aka solo Pugs) will not be able to form groups time stamp 36:31
sorry I had be going by info from last Oct town hall

So this came up with Friday night's dev drops, and Tina put Paul on the spot for us there. Someone asked if the queue split would be:
solo and UNIT,
or solo and GROUP
Paul's response was SOLO, UNIT, and GROUP queues for CW.
Take that for what it's worth to you. Was unclear EXACTLY what that meant, but it was sorta seemingly taken to mean that there will be UNIT and NON-UNIT queues, and the NON-UNIT queue will be split into GROUP and SOLO. Your five-man team will have to wait on the appropriate mix of other team sizes to make TWELVE before dropping, rather than being able to fill-in gaps with solo/PUG players. At least, that seems the reasonable assumption based on what Paul told Tina live, some time between 9 and 10 pm Eastern on 4/8/16.
Go forth and theorystomp!

However what is it going to be like in the long run?
Has the gamemode improved sufficiently to retain players interest in the long term?
How will segregating solo droppers from group players help to build the necessary teamwork skills required to be victorious in FW?
A lot of concerns have been raised since the plan to split the queues was proposed, they have never been addressed as far as I know. So now we're stuck with "wait 'til the 19th and hope everything turns out ok". On top of that we have the statement that this will be the last major update to FW, therefore whatever we get next week will be FW forever more.
I will state here and now if this screws up the one mode I enjoy playing it will close my wallet for good. No number of shiny new 'Mechs will pry another brown penny from me. So I truly hope you have got this right PGI, I truly do.

The only thing that is "lost" in that fashion is the match score, which doesn't affect XP, LP or CBill rewards/earnings. In fact I'm not sure why there is a match score as it doesn't affect anything, unless it is tied into something that is coming with phase 3.

ROTFL, lets fix the lack of ability to make matches by adding 3 sets of buckets to really spread out the population!
It really shouldn't be hard to understand why some of us have absolutely no faith in PGI's ability to improve the game when they come up with ideas like this even when they already have the solution for the problem built - Tuk style gathering deals with almost all the population/MM issues, including pug farming.

So like the FRR, they share a border with two IS houses, two clans, and then they can also defend two Steiner or two Kurita worlds for a stupid number of planets (12 planets to select); or in the case of Marik, two Steiner planets, two Liao planets, two Davion planets, and can defend two Steiner planets, two Rasalhague planets, and two Kurita planets (another 12 planets).
They need to cut that drastically down to consolidate players.
