Let's have a little thought experiment together.
Planet X will be ander attack just one time by a Faction. The composition of the attackers is of no meaning.
The planet is defended by pilots of 12 different units.
During the course of battle both sides want to play it safe and stay at a great distance. Basically no shots are fired upon each other, no damage is dealt.
One defender of unit [Y] finally puts up a UAV and gets the signature of a single enemy 'Mech earning him some reward for detection/scouting.
The match ends with 0 damage dealt by any participant. The defenders earn some match score for winning and the UAV user gains slightly more for putting it up.
Since this will be the only battle during the attack phase and that pilot earned the most match score Planet X will receive the tag of unit [Y].
---
You can have some variations on this like the defenders are being composed of 11 Freelancers and one unit member. Since Freelancers can't tag planets the tag will be granted to unit [Y] ragardless of that pilot's effort.
---
Point is:
The minimum effort to get a tag on a planet as a defender can be as small as the smallest match score reward beyond the "battle won" reward.

And what should the minimum be?

That is quite a tricky question actually.
Maybe there should be a minimum of battles fought over a planet before the system even considers granting a tag. A planet with very few battles and the percentage never changing even into double % digits should remain unclaimed.
Discuss.

I think earning a tagged planet should be because you flipped a planet or you most contributed in its defence where the number of invasions played was sufficient to lose it.
Honestly this tag system is silly imo. I think the whole faction should get its resources, divided among loyalists (sorry Mercs, you are paid in Cbills). Loyalist units work for the faction. They can get the tag for effort but the MC to the Faction pool. If that happens, Mercs should get more CBills though. And reinforcing a planet would need to come from faction coffers....

There should never have been an MC reward.
There should have been an, as you suggest, an across faction reward, in the form of either extra C-bills per battle, or c-bill discounts when buying mechs, and equipment, just like that which was announced at the event when the game went 'live'

Ain't gonna fly. Mercs do the work and lazy loyalists rake in the MC? Löl.
But that is not the topic here. It is about the fact that defense tags can be earned with way less effort than attack tags.

I solo flipped a planet into my untis name.
We were Kurita for the week, it was a Sunday, only time for one last drop before cease fire. Planet got attacked by clans, I dropped with an 11 man MS from Davion.
We won and after CF I noticed we had a planet in our name.
All it took was 1 defensive drop from 1 person from the faction to flip it into our units hands.

Yep agreed. A planet defence (and a resulting Unit TAG) is FAR too easy to achieve.
You can defend a single attack and flip a tag/get a planet defence win... Utterly ridiculous. It's funny some units out there touting how many "defence wins" they have, they mean 2/5ths of f-all in a lot of instances given how easy they are to achieve.
