Why Can't Ghost Bear Vote To Invade Frr?

The only voting options Ghost bear has currently is to invade either Wolf or Smoke Jaguar, all while FRR is pretty much already erasing us from the map.

Why can't we vote to actually gain back ground?

Either you no longer have territory that connects to theirs or there is some limit to how many factions can gang up on one faction as I suspect every other Clan faction is currently attacking FRR.

The loyalists have control on where to go, and if for whatever reason they don't pick FRR, well, you're not attacking FRR.

Smoke Jaguars can only vote to invade Kurita or CGB. No option to vote FRR even though SJ and FRR share borders.
