As said before, my argument is two-fold. I (personally) don't like the way it looks, but it has also been shown (by both Scout Derek and myself) that the Summoner's PPC arm is in fact longer than both the HBR and TBR. Combined with the left arm jutting out more than the right arm, and the relatively flat torso on the SMN, this makes the left arm an incredibly easy target that is very difficult to protect, which severely impacts the viability of a unique role the SMN could have.
Not viable in terms of comp or hardcore meta play, but viable in terms of the current state of balance and game mechanics.
You yourself have created one of the most popular topics in terms of making the Summoner viable. Your last reply of which was posted after the Dec. 4 rebalance:

C'mon PGI! C'mon Russ, you say you love the Summoner! Are you ever going to show it?
My suggestion may not be perfectly aligned with your suggestions in that topic, but it's far more likely PGI would be willing to give the SMN some structure buffs to its arms moreso than they are to unlock Endo and Ferro for Clan mechs that need them.
PGI is also working on rescaling many mechs, so a potential normalization of hardpoint/weapon sizes is more likely as well.
Both of these things WILL help the SMN.
