Even if it did, it would drop it from 3 sec to 2.55.
I was kinda thinking the cap accel should double the capture radius and double the download rate

Maybe have the extraction point automatically be the one closest to your location (or if multiple mechs have cap accel then the closest to any mech) and shave off 15 secs from timer.
