I'm attempting to clear my shader cache. I am currently at users>me>saved games>mechwarrior online. I see a folder titled shaders>cache>d3d9>cgpshaders and cgpshaders. Inside those folders i see several .fxcb files. Do I erase all of those to clear my cache or am I in the wrong folder? Help is appreciated.

If you don't feel like fooling around with the folders and deleting files, run the repair tool. It will do it for you.
