I believe they said the Tournament build would be locked in late May. That means that only the Kodiak could possibly be in a tourney drop deck.
I will use the Viper for a Scouting/Light killer role in 4x4.

I'm definitely going to use the following drop deck once the P. Hawk is released:
Rifleman - 60
Warhammer- 70
P. Hawk - 45
Marauder - 75
total: 250 on the money.

You will be able to build and buy mechs in the tournament server. You will be provided with c-bills and gxp in vast amounts like in test server if I understood what I read correctly.
