1. Only way to increase armor past TT values to max allowed values was to equip FF.
2. Only upgrades that can be done are like for like (LL to ERLL or LPL; SHS to DHS 1:1; STD to EL, same rating; AC10 to LBX10, AC5 to UAC5.
How would these items change game dynamic? I don't care if you personally hate it and wouldn't play.... Just seeing how this would affect the greater game.

1a. Clan Ferro is mounted on almost every Clan mech, so it has a much harder impact on the IS.
1b. Mechs with high stock armor would be able to ignore this mechanic and still just use Endo Steel + Standard Armor (IS side). Nerfs the amount of free tonnage available on mechs with low or moderate stock armor.
Some people have suggested that Ferro (at least for the IS) would allow you to mount more armor than the default cap for your tonnage, which is much different than your idea and avoids most of the issues accordingly.
2. This would favor the mechs with the most desireable stock setups such as already packing a large quantity of heatsinks, certain weapon sizes, large engines, etc.

I'm thinking this for one of my TT games which isn't meant to offer unlimited potential and options. Battlefield salvage, repairs, upgrades, and what you can afford after paying for gas.... Mechwarrior survival style.

I didn't assume anything. I was working off the information given. I am assuming now, though, that you wouldn't have many players willing to play.

From a merc RPG perspective its sounds like the kind of upgrades you would find or scavenge and be able to fit cheaply with limited hangers/mechanics.

Yeah, initial story line is a small cadre of mech pilots from some backwater planet get a message that their instructor who was "drafted" to go fight in some conflict perished and not having any family of his own and recognizing the talent of his students but yet not wanting them sacrificed at the whims of a petty noble (the conflict he was embroiled in wasn't a major one, more like a border posturing and skirmish) sought to save them from that by giving them the tools to do what they loved and not be under anyone's heal if they didn't choose to be.
They start with a hangar, 4 mechs, and a Leopard dropship and enough cash to go someplace else.
