I was looking at the Faction play contract rewards. It appears that for every 1% away from a 10% player population in each faction ... the match rewards are increased/decreased by 10%. This sounds more or less as a mechanism to force even player distribution except that there are 6 IS factions and only 4 clan factions. I think that this means PGI believes that the proper distribution of players is 40% clan and 60% IS.
Am I missing something? Does this mean clans will have fewer folks to field for overall clan vs IS fights? Or are all faction warfare battles now between specific factions so that by enforcing 10%/facton this means that every faction will have roughly the same number of players?

In the Event page, they stated "the largest Mercenary Unit in the Inner Sphere has recently shifted sides and now throws the weight of their sheer numbers behind the banner of Smoke Jaguar" ... Mercstar. Duh.
They know only large Units, or extremely dedicated Units are committed to CW enough to take and hold planets. They want to give solo, or small merc units incentive to fight. Doesn't get much more complicated than that.
IS mechs are also cheaper (at a glance), so naturally more of the newer players gravitate towards them. They forge IS contracts, then they can all complain about "OP Clans stomping in FW!!!11!" ...It's all part of their master plan haha..

Seems fine to me to have less Clanners than IS since some of the IS factions can only fight with each other rather than with the Clans, at least for now.
Maybe later on once the Clans have taken over more area they might start paying more on their contracts due to needing to defend more area or something like that and they could be adjusted then accordingly.
