Whatever happend to them? They were just secretly abandoned. Maybe hoping the players would forget about them. They were nice little Mini Events that actually brought some movement into CW. At least as I can say for Liao. Also the way these Events were delivered were nice, they added into the whole RP experience.
I wish these kind of events would be held on a very frequent basis. It would actually even mean something to those loyalist players, like myself, that have reached the highest rank in faction reputation and do not get anything else from playing FW other than a couple of C-Bills. Also with giving the Mercs an extra set of Reputation Points on top of the stuff they had become prior to phase 3 with the old system favors them more than the diehard loyalists, that are hoping new rewards will be coming to them.
Also with the numbers of large units it's extremely hard for casual units to get a piece of the planetary rewards that have been implemented, so an extra Cherry now and then in the shape of MC Rewards for certain Faction Tasks assigned, would be very nice to us loyalists who keep the factions alive. Especially in the underpopulated and unpopular factions ;)

I'm sorry but right now they really need to do something to make Liao,and Marik feel part of the CW. Seeing as they like to rewrite lore to how it suits them they should have had one clan hitting each of the houses.

They do not really rewrite lore.

Any 'lore' that is rewritten is player choices in CW. PGI keeps CW to lore to the starting template of 3050 late...
What the players do from there dictates the rest. If youw ant a clan able to attack each IS faction then tell the other factions to stop defending so that the clanners can push so far into the inner sphere that Liao and Marik are part of the action... however you obviously see the problems here.

As to the OP: No idea. If I had to guess, with all the "effort" PGI put into the new game play functionality of P3, they had no resources to spare for this sort of "fluff" for quite sometime.

As to the larger theme of "lore" or merely BT flavor utterly lacking in this game: PGI has made it clear that beyond the mech pack hero stories they have no interest or regard to BT flavor or mythology. The only "lore" in this game is what you bring to it, cuz PGI isn't going to add any.

Now excuse me, I need to go wage war on a planet that is of great historical and strategic importance to my faction, but which my people's best pre-op planners can only tell me that the "planetary details" are "unknown".
