I just got a new PC (Dell I7 3.2GHz Invidia card and a gaming keyboard and adjustable mouse). Every time I try to torso twist, no matter how slowly I move, no matter what settings I use for mouse and game, all I can get is a jerk, usually about 8° too far. Now, I am not a great player, even with perfect controls, but this issue has me getting match scores in the teens. With my old dual core and cheap no name mouse and keyboard, I at least got smooth movement and match scores above 50. Anyone have any RELEVENT advice on how to fix the problem?

First thing to do is turn Arm Lock off, my torso twist is wonky and slow when this is on.
Second, Roll back the mouse sensitivity in the setting, its is default at 1.0 (Max Sensitivity) and if you have a decent mouse that DPI setting will be much higher then most avg ones. Like 4500 dpi vs 700 dpi as a base from what i have seen. Roll it back to about .4 id suggest some guys like it as low as .25. But setting my sensitivity and controls properly made it feel like a whole new game.
