I know that there's one in the Faction Play screen but why not make one which exists everywhere and is always on top? It can make players stay in the game longer because you have something to do when bored, waiting for a friend, waiting for the match to start, waiting for attackers/defenders, etc.

Does it break "teh immershun"? Clanners should not chat with Spheroids before blowing each other to pieces? Would it break CW/FP/FW/whatever? What do you think?

From experience with other games that have global chat, I imagine they don't want it because it's a pain in the neck to moderate. And it will need moderation. All the time.
