Why not make Defense The same as offense? Only Steiner, can defend steiner, and so forth? I know the population would suck, but you could also introduce that when players do loyalists to large factions till it balances it out is decrease their win profit in FP. Cause more people = more Taxing its like when Mercs take contracts to high populated houses or clans. They get a - in profits.
