Don't forget to convert your IS mechs from DHS to SHS and put them in the legs so you can cool your mech faster when in water.

Now, if they were to change it so water just flat out made heat dissipation better regardless of heat sink type/location, then I would be all about adding movement penalty, because then there would be a trade off- reduced move for better heat.
I wouldn;t rule out PGI adding this, I mean knocking trees over is a sort of recent thing and that didn;t add any money to their pocket besides player retaining cool factor. Sometimes you just got to put cool **** in because of cool factor, and the affect it has on the gameplay.
But if you are going to start championing this, please put forward a complete package and include some heat or other type of benefit, not just a movement penalty. This should get put into the game for immersion, but you need to balance the good and bad or it will just make water a no man's land.

Also...the cooling factor needs to be re-evaluated as well; to include any type of heat sink in any part of the mech. STD heat sinks in the legs should only give a bonus cooling factor.
The amount that water slows the mech down should be based on tonnage; 20-tonners slowed down the most and 100-tonners slowed down the least.

Also needs to factor in the aerodynamics. A Crab for example can move forward faster than a Trebbie in water, due to their shape difference.

Dude...That's not even unrealistic, at all...each mech can be quirked for water speed based on their form factor.
