I don't know what the Cyclops buff is. I was just looking at it in the store. The hero looks really good but I am set on getting a King Crab hero for my assault hero.

All Cyclops variants come equipped with a Tacticon B-2000 Battle Computer in place of the standard Sensor suite.
This Battle Computer boosts the Sensor Range of not just the Cyclops, but any allied 'Mechs within range.
I would say no, as PPCs do not effect the standard sensor suite.

I do, my main mech in pug games has been a duel PPCs shadowcat with ECM and it's great fun.

I have no idea where you're going with this. PPCs disable ECM temporarily but do nothing to BAP for example. They also do nothing to clan targeting computers.
