Try to find a way to minimize the impact of ceasefire in FP. A 40 min stop is too big.
Suggestions:
1. Only lock planets that can be conquered
Make ceasefire only lock planets that can be conquered as result of the active games and leave the rest of the planets open.
2. FP countdown timer
Put a FP countdown timer visible inside the matches. When counter reaches 0 planets change hands with no ceasefire and a new FP cycle start. This way people inside games will hurry-up to finish the game before FP counter reaches 0.
