It makes sense from what PGI's intent was to do, limit the size of boated alphas with weapons that were the same or very similar.
This is because IS vs. IS will still exist, and because that is part of the current Clan changes as well.
You are allowed to create a larger alpha combining weapons, but you can't create an alpha boating a bunch of one weapon type without a penalty.
That being said, I think some of the break points for specific weapons need to be reviewed/revised.
For starters LL/ERLLAS/LPL needs to be re-evaluated, no penalty until using 4 for example, and I think IS MLAS should not have heat scale penalty until 8 or 9.

Ghost heat doesn't make much sense in the first place but it does at least rein in some ridiculous alpha strike setups, so if it's not being replaced with a better system then it seems like it needs to stay.

Well folks were always complaining about divergence so why not switch ghost heat penalty to a divergence penalty. Basically if you boat large numbers of single weapon type you see a loss of pinpoint targeting. So you may do a 60 damage alpha but it's not pinpoint.

Divergence gave HSR and hit registration a hard Time and caused problems. Don't think it will make a comeback for a long time
