Because the PPC damage is front loaded. There is no beam duration, so you expose your mech for a very limited window.
I've heard of people doing evil things with jump-sniping Summoners with twin ERPPCs and a big TC. Hell, if the Summoner were a more min-maxed chassis (like the Timby or Ebon Jag), it would likely have a bigger effect on the game. The Summoner Prime Right Arm has a 30% velocity buff for ERPPCs. The Mk VII TC grants a 35% projectile speed bonus, which modifies the projectile speed of the ERPPC to 2145 m/s, faster than a Gauss round. No ammo dependency, no exploding weapon, no charging the gun; just hop up, throw some lightning, and drop down. With only 2 ERPPCs it's a bit on the abusive side, but not OP. If the Summoner had endosteel and/or could remove extra jets to free up more tonnage for a third ERPPC the thing would be a nightmare.
any IS LPL build is by FAR superior to any PPC build, saving the poptarts. also, LPLs can be grouped with MLs MPLs, while syncing PPCs to AC5 AC10 AC20 is possible in some quirked mechs and anyway against slow targets.
the Mauler-2P with 5LPLs and -25% heat gen combined does simply crush any PPC build.
