Some 'mechs are loved on the battlefield, some 'mechs are loathed, others just end up in the scrapyard collecting dust. Let's give them some love to.
Somewhere, on the back-end of a server is a log of every 'mech dropped in every game. Every variant has it's number of total drops logged over a set time period. Lets use that data, and give some love to the least popular 'mechs around.
The Scrapyard sale is such:
The least popular 'mech chassis of each class gets sold in the scrapyard for it's base chassis re-sale cost. No weapons, no engines, no armour, nothing but the base chassis.
This sounds like a good deal, it's cheap and allows you to build a 'mech with a lower upfront cost. Whether it's for growing your collection, experimenting or just to master it's a good deal. These may not be the most competitive 'mechs around but they will bring more variety to the battlefield and help keep things interesting.
And if you change your mind, you can sell the chassis for what it cost. No harm, no foul.
The best part, you can automate the process and bring in a new roster of unloved 'mechs every time it ends.
Don't blame me if you need more 'mech bays.

That's actually not a half-bad idea imo. If nothing else, I'd be interested to see what kinds of 'Mechs popped up in such a sale. 
Of course, having a hangar stocked full of 'Mechs considered at one point or another to be trash, I'm sure I'd see a lot of familiar faces. XD

what about a second hand market for stripped chassis (e.g. in MC with a MC tax fo PGI) ? some people need the free slots, others might like the "throwaway" mechs - and since people aint selling all 3 Chassis, you still need to buy the good ones to fill up.

You might have to extend this to entire mechs (I'm looking at you Mist Lynx, Nova, Vindicator, ect.).

Since everything is readily available a player market just leads to undercutting the current market price, leaving PGI out of pocket.

That's the beauty of automating it, when the unloved go on sale it'll bump them off the list for the next cycle since players will be using them. Ultimately it should cycle through every 'mech. If there's a 'mech that doesn't come up that you're expecting then it's probably more popular than you think.
