What I was wondering is how many players exactly get PSR gain how many PSR loss and how many PSR no change in the match?

I'm pretty certain It's not 9 on winning, 3 on losing going up, with 2 staying equal and the rest getting down arrows, I think it is determined by who did the best overall. This does mean on a large enough steamroll, a whole team could get down arrows.
Nine-Ball's rule of thumb is a very good one to go by, however, since in almost all games, that is the case. But, it is most likely not how it works, unfortunately.

I don't quite understand the data. Here it seems that the first 10 players only get psr + which doesn't really seem to be the case. 1 gets psr = and the rest psr negative.

Ultimately, if you add up all the positive PSR numbers, it should equal all the negative PSR numbers (ignoring the sign).
