Simple. Leg movement is for moving, torso movement for aiming.

Not true city of heroes had a setting where you could adjust the speed of your camera turning when using keys.

Sadly that is the only game I have ever seen it in. Every other game basicly said nope if you want to turn fast use a mouse.

Ideal: analog foot pedals to control turning, mouse to control torso/aim, one hand free to use the keyboard. Best of all worlds.

To the OP: as others have said, the problem is that keyboard turning is digital, meaning that it's either on or off. When on, you turn at max turn speed, so even a short tap of A or D can turn you farther than you wanted. AFAIK there's no setting that would allow you to set up keys (maybe Q and E) to be "turn at half speed instead of full speed" like there is with the 10% increment throttle settings.

if you tap left one the mech takes one step left its not a full 90 degree turn or it should be with just a split seconds of key push.

I use just a joystick. It is actually better than a mouse once you get used to it if you have a good joystick. I use the Thrustmaster T-16000m right now which I tweaked by zip-tying two coils of the return spring together to lower the tension. Most players will insist the mouse is better and it does give better arm control, but joystick gives you analog turn, throttle, and torso movement, which allows for fine aiming on the move. Once you get good with it you can set your turn and speed to freeze targets in your sights for say the duration of a large laser burn.

Some players also use a joystick for analog Turn and W and S and a mouse for the torso twist and pitch. I prefer just a joystick for frequent hat tricks.

Now 12 people will tell you never use a joystick, but they haven't mastered it.
