I think that a power draw system like the one you described is an excellent idea. I hope it is seriously considered, since it seems to be a very neat fix to a number of perceived problems.
It's a neat idea because it's reasonably easy to understand, seems quite realistic, and might even help simplify the quirks on some 'Mech variants (as you explained).
