Did this re-scale already happen? Because I have noticed the MDD is still as tall as assaults...

Eh, it happened last month.
The Mad dog got its leg stance lowered, but the torsi are still the same size.
It for sure is not even close to the height of say, the Black Knight. Or the Grasshopper. Which are not even assaults.

Ebon Jaguar and Mad Dog still around 10% too big compared to their innersphere counterparts

MDD and EBJ are still way too large compared to other mechs (IS) of their weight.

Except they're not, but regardless it doesn't really matter because there'll never be another rescale anyways.
EBJ is too large? Compare it to a Jagermech, or Thunderbolt.
MDD? You feel it's larger than a Dragon?

The ebon jag was supposed to be extremely low to the ground. I know pgi doesn't want to have any flavor in this game by adding mechs with no torso twist, but they can at least try to get scale and proportions correct when they modify these mechs.

Too bad most of us don't really give a crap about the EBJ's size (it's a cut above in performance over any IS heavy except the GHR-5P or the WHM) when there are a dozen other mechs that desperately need a re-size.
