If I'm not mistaken, there's a huge period of round-robin play that will eventually set the brackets. Each team is still in the process of fighting every other team. Expect the brackets to be set about two months after the tournament teams are thoroughly burnt out and onlookers have forgotten that the tournament is still a thing.

I'm not sure if the chart shows teams that have dropped out. A significant number of teams have quit because they find it impossible to play the ridiculous number of matches that are required.

The withdrawn teams count as wins, that's why. We lost every game but we're 17 wins out of 23 games. Due to teams dropping.
