In order to have the Double Coolshot tree, you need to take either UAV Duration or ADV Salvo 1 to get to Enhanced Coolshot 1 and finish the tree.

If you complete the UAV skill tree or the Salvo skill tree you need 5 skill points however finishing the Coolshot tree, you need 6 skill points, one of which you don't need if you run double Coolshot.

My suggestion would be is giving a direct connection from Consumable slot 1 to Coolshot 1 so that 5 skill points are needed to get all the nodes on Coolshot.

It's done intentionally to balance the fact that cool shot is significantly more powerful from a damage point of view
