Clan UAC(5) cool down does not start until last "pellet" leaves the barrel, so the 1.66 sec is BS if you don't add the "barrel" time.
IS UAC5 shoots one slug per shot, which makes tracking a moving target only as difficult leading it and pulling the trigger.
Clan UAC5 shoots pellets, which makes tracking more difficult in leading the target and continuing to move the "aim" through the trigger pull, in attempt to have each pellet hit.
IS has Ballistic heat reduction, velocity, cool down, and range quirks (that can not be attained by any skills or modules)
Clan has not a damn thing
IS has 4-5 mechs that can mount 4 UAC5s
Clan has 2 mechs that can mount 3 UAC5 (ok the Kodiak can mount 4, but that is a whole different creature)
IS UAC5, using Fire Control in fast firing in chain, suffers 0 ghost heat ever......................................EVER!
Clan UAC5, using Fire Control in fast firing in chain, will over heat shut down in about 7-12 secs (depending on heatsinks and environment. AND this is with only 3 UAC5, not the 4 IS is using)
Why again does Clan get ghost heat for UACs, and IS suffers none? hmmmm
IS mechs have the ability to apply Ferro Fibrous and/or Endo Steel to affect use of UAC5s, if they have the ballistic hardpoints.
Clan mechs mostly do not have Ferro Fibrous and/or Endo Steel to free up tonnage, but rather are just "teased" even if they have the hardpoints.
IS UAC5 have the same damage as Clan's version but only has the armor and internal structure, of clan mechs to go through, to destroy them.

I mean if we are comparing the two weapon systems and all.
the IS UAC5 would need to have ghost heat, fire pellets and not have any quirks to make them 'balanced'.
The decreased tonnage and slots of the clan's UAC5 is a moot point due to most of clan mechs lack of Ferro Fibrous/Endo Steel usage, devoiding them of available tonnage, for these "lighter" weapon systems.
