No. LRMs can be average- if all the stars align and possibly NARC as well, they can even be good.
The reason they're not competitive is because there's lots and lots of counters and situationals to get to "average", or else you're stuck with a third-rate weapon that you have to be twice as good with to get the same results as the average joe.
There are nights I dream of a dark room, Paul Inoyue, and long sessions with the Chair Leg of Truth before coming out with a properly polished LRM system. Seriously, two of the big problems could be fixed with number changes (velocity, spread) and the third would take changing LRMs to fire similar to SRMs when unlocked.
It's that easy to quality-of-life improve LRMs.
