Can you purchase the steam mechs even if you use a standard client and a launcher? Are you given a code to redeem or something? Just want a Hero crab. 35 bucks for the lot is a lot more resonable than nearly 60.

No. You have to install MWO on the Steam client, then buy the Steam DLC in the Steam client. Launch the Steam version of MWO, log in to your MWO account that you want to get the mechs, and a prompt will ask you if you want to redeem your Steam DLC in this MWO account.
Only after all that can you use your new mechs in the normal client.
