Is there a Groupme chat for mwo? Like a way for persons not in a unit to talk about games, strategies, promotions, etc and can be accessed from a phone.

yes, it's available if you join a faction (or a merc contract for a faction).
It is used to coordinate faction attacks/defenses and can be found right next to your group/unit chat (a new tab)

Alternative would be the LFG tab, where you can sign up for groups (either faction play or group query)
