I'm an average player (painfully average), and while slowly crawling up the tiers I've made a couple of observations that have probably been made before.
Low tier 3 is when people learn how to avoid LRMs. You can still have good games (especially in a hunchy 4j) but it becomes far more challenging.
the line between tier 3 and tier 2 is when my crab (with 3 erll and better hit boxes) does noticeably better than my cicada (with 2 erll and ecm) because the cicada gets spotted immediately.
So what else can I expect in tier 2?

I play with the top tiers and to make it short...I do not believe in the tier system because I see glaring mistakes made often - it starts with ignoring UAVs. Having had to shoot down 3 UAVs for my team, then dying and they still ignorred UAVs despite I repeatedly told them where they were (2 were up by then), just showed that to me. And no, I am far from being a star player, but I talk about basic concepts which are simply ignored time and again

I started a thread about this not long ago. I don't think you'll notice a huge difference. It's not until you go back to tier 3 and tier 4 with an alt account that you notice the difference.
You'll see a bit more meta min-maxing, a bit fewer people firing LRMs at point blank. But there will still be enough derping to frustrate you.

There's a surprising amount of garbage mechs and builds even at Tier 1. LRM Spirit Bears my current "favorite" I keep seeing. To be fair, though, solo queue is where I go to level, test builds and generally mess around.

overall people have much more situational awareness and are more careful about moving around - people stick together.
In lower tiers you can wander around alone and get behind the enemy and often find lone mechs you can splat to death. Even 2 or 3 mechs aren't really a problem, i often finished one and got out of there before the rest turned around.
Trying the same in upper tiers is plain stupid as you will die in no time before you even reach the enemy.
However, cowards and overcautious/passive people are in all tiers. To afraid to push and just playing peekaboo until it is 6-0 for the enemy... yeah those are everywhere.

TBH I didn't really notice any difference when I went from t3 to t2.
Maybe I run into the guys in 228 and MS a bit more but eh.
