I don't know about the Phoenix Hawk "towering" over a Catapult, but it is taller. That just highlights the difference between chassis types. Humanoid mechs are Tall and Skinny, Aircraft torso mechs are Short and Long.
SIDE NOTE: I'll say this, those "pylons" make the Phoenix Hawk technically pretty tall even if the head isn't much taller than a Vindicator (really about same size). Those pylons are just great at throwing height comparisons off.
If you put a mech that is designed to be short next to a mech designed to be tall, don't be surprised that the tall mech is taller. At least the taller PXH is still a LOT skinnier than the shorter CPLT. That's where those 20 extra tons goes...length.
Besides, the Catapult was scaled to match the Ebon Jaguar according to the Orthos, so it isn't like it is as super tiny as people believe. Still, to match the EBJ, the torso height is lower because the arms stick up higher.
