So here's the rub for PGI do they follow lore which everyone wants or do they change things up so that the game is enjoyable for all players.
For me I would like it if there was a way for there to be lore but at the same time it not to be too extreme so that everyone gets a fair chance at beating the other team after all the idea of the game is to get people to play and ENJOY themselves.
The spin off from that is more people in the servers which means more games for everyone and buckets make less of a difference.
PGI sell more because people are having fun and are playing the game and gamemodes more which = more sales
It's a win win as far as I can see

Clan weapons reach farther but are utterly useless in CW where everything happens at IS preferred ranges and gives them an advantage. They also overheat super quick and clan dhs works a little worse than is dhs for mitigating heat (a little better on cooling but its negligible) and run hot 90% of the time if the person is decent (I can't remember the last time I played with no critical heat warning.) The only place clans have even playing field is super close since there is no real disparity between faction ability at ranges sub 250 damage and heat wise. The problem is it you mount for preferred range you will be eaten alive in close quarters which is what clans gear for to win in CW. Eating fire sucks, but being owned by faction tech is worse if you stay mid range.
