Or are you saying "Why have canon stock builds at all, if the first thing we do 90% of the time is strip the 'mech and rebuild it from the ground up"?
Anyway, I like the engine caps because I think it gives the different 'mechs different characters. And since there is canon, and there are canon stock loadouts, might as well build the engine cap off of that.
The flaws in the system are the exceptions--which are likely necessary (and which you can find listed on the Quirks section of Smurfy's)--and the fact that quirks may not adequately make up for a low engine cap 'mech. I agree with whoever said the root problem is lack of root cause analysis.
