This.
Phx isnt a bad mech, but it is very much a specialists mech and requires a lot from the pilot to make it shine.

In other words, it's bad for a good 80-90 percent of us.
Average for half or more of the remainder.
'Shine'? I guess it's POSSIBLE, but uh... Yeah. Spend the $20 on the Kodiak instead. Easier to get a quick play match in an assault than in a medium, usually. Base pack includes the KDK-3, pretty much the most powerful mech in the game right now. The -1 and -2 are cool, too (my best KDR among KDKs is actually in the -1, not the -SB or -3). The standard PXH pack includes the worst of the bunch, the PXH-1, and two kinda meh ones. I like the PXH-1B well enough, and the -1K is a more glass-cannon version of the BJ-1X with weaker quirks (and those odd JJ pods on a mech with no JJs, which is weird). The PXH-1 is a PXH-KK without the 30% CBill bonus.
Really, if you're itching to blow $20 on a mech pack, then try the Warhammer or Marauder too. Less easy-mode than the Kodiak, longer wait for a PUG match, still far better mechs than the PXHs. Even the Rifleman basic pack considerably outshines the PXH. Hell, for $20 you can get the Blackjack Mastery Bundle, or get a Locust Mastery Bundle and a cup of coffee. Great medium mech, and possibly new best IS light mech. With premium time, a hero, a champion, and a third variant.

IMO it's super fun to pilot, between having decent speed, 6 JJ's, agility quirks, and all weapons in the arm reticle, but it's also a veritable hard-mode 'mech

I personally enjoy my Phoenix Hawks. But I also have picked up the real skills of making use of the independent "o" crosshair as well as the "+" crosshair. I can shoot my torso in one direction at something big and use my arms to track and shoot the harassing light coming at me. I can stand on top of an enemy mech and shoot right into the roof of his cockpit. I can do fly-bys and blast at an enemy on a roof top, then slip underneath him and blast him straight up -- something that is completely impossible with "Armlock"
Of course, the Phoenix Hawk can't do what a LAM (Land Air Mech) can really do in Battletech, but, that's okay because a lot of Battletech-things can't be done in MWO, and well, we couldn't possibly get maps large enough for it.
First link is a video of a Land Air Mech in action (Macross's version not the Battletech clone)

Info specifically on Phoenix Hawk. (The LAM) (The non-LAM; what we effectively have) (Evidently they are somewhat different. Didn't know that.)

Indeed, but the actual abilities are pretty sweet.
On a side note: I've noticed some advantages to giving Security Mechs with commercial armor a set of Catapillar tracks. Really handy, especially since I like playing with the through-armor crits and the fact that commercial grade armor -- while capable of providing more points than military grade armor -- has a Battle Armor Rating of 5 (while mechs have a Battle Armor Rating of 10), meaning that any weapon producing 5 damage or more could 'pierce' and damage internal equipment (instead of the Battlemech military grade armor requirement of 10 damage or more). I have a tendency of losing leg actuators and so, getting to go roller-mech like this...
....is pretty handy. Broken legs can be quite a pain to deal with otherwise.

I see you haven't played much battletech then. Triple jump distance in veritech mode does not, in fact, suck. And I'd be gladly willing to pay the ten percent conversion tax for the option of engaging only when the battle is in my favour.

I can appreciate this comment and think this is sound advice - it is not necessarily a bad mech, just requires a lot to make it work. Call it a specialist if you will

This is absolutelly wrong. LAMs can strafe- which turns lasers into aoe beams of death bringing apocalypse. They are so imbalanced that FASA literally had to take them out via lore so that the clans could actually invade the inner sphere.
The conversion weight is totally worth the power to decimate whole grid lanes of enemy mechs...

Think the poor guy meant it sucks to pay that tax, but all things good and bad have their price.. Quiaff?
Anyway that sounds like fun. But so far with Quad Mechs, I can strafe and having front, rear weapons and side mounted turrets are pretty sweet too. Rapidly maneuvering through tall terrain such as tall urban environments and changing direction on a dime without turning (while still obeying the laws of physics) is pretty dang sweet.
Side note. Still like the Phoenix Hawks in mwo. Just don't try one weapon wonders.
