Maybe the balancing is in progress that a large portion of the 3-3-3-3 crowd has pined so hard for. Just think about it. Name a chassis that hasn't been affected in the last two patches. After ghost heat 2.0 gets implemented maybe, just maybe ttk will be in a good place or even better. It's hard for me to admit this, but maybe they are going about this in the best way possible to implement the new heat system. It just doesn't seem that way because we are looking at it real time.
Regardless, whoever PGI recently added to the team is attempting to do some hellacious improvements, and no I'm not talking about the quirks. Think about it, as that seems like a potentially plausible vector in the current clime.

1) That took more than a second. False advertising. STAWP THAT!
2) If PGI maybe took a second (see what I did there?) to illuminate us barbarians at the gates, then they'd have a lot less vitriol spewed at em.
It is indeed possible they are attempting a global TTK/Powercreep reset. If so, I give them an props for the effort. But an utter fail for Public Relations (which in fairness, is par for course with PGI).
But Russ might find the Forums and his Twitter feed a lot quieter if they just came out and said something to that effect. Sure the grognards and bittervets will still complain... but that's been the norm for 4 years. I'm talking the rest of the forums.

Touche', some good propaganda goes a long ways. Granted that doesn't counter glaring issues but at least it would console some and appease others. Communication is key in an ever changing environment that mmos can be.
That being said the patch notes still seem like no small task. That opinion may not be popular but I try to give credit where I feel it's due.

PGI told us they were first doing a re-scale and then a re-quirk. They did the first and now it seems like they are in the process of doing the second. Maybe everyone missed that information. I guess it would be nice if PGI explained the process and methodology to us in a step by step manner but they are certainly not required to do so. I will delay judgement until the process is complete or at least further along than it is now.
Balance in any online game is an ongoing process. It never makes everyone (anyone?) happy.
If you want to see some really upset forum users go over to the Overwatch forum and read the reactions to some of their nerfs.

Let's just say that hypothetically PGI is working on properly balancing mechs without a sloppy mess of quirks on every mech, since they said there would be a reassessment of quirks after the big rescale effort and some quirks did indeed change (although it wasn't even close to good enough).
In that case, they need to make it more clear that's what they're working towards within a reasonable timeframe, and then we canwait to see how they **** it all up again maybe settle down a little bit and wait to see what PGI has in mind.
I don't have any reason to believe PGI is going to do anything worthwhile as far as fixing quirks though, and even if they did say that was their goal I still wouldn't believe them without a very clear demonstration of their goal in very concrete terms.

And maybe, just maybe that is exactly why PGI does not attempt to explain to the community what they are doing. There are many, many forum members who constantly post variations of what you just wrote.
Maybe they have earned this lack of trust and respect, maybe it is just the result of today's generation of gamers sense of entitlement and their expectations of instant gratification.

That must mean they have a pretty bad reputation for some reason or another then.
Wonder why that would be...

It's definitely the former, but I'm not going to take the time to explain why here since I've already posted why elsewhere numerous times.
