I usually play lights to a good extent, getting 300avg damage per match and just got a out of a game with 550 dmg in a locust with only 3t of ammo :c Even when I'm getting 1k+ damage in my kingcrab I'm still only getting 180-200k per match. When in lights and do well, I can get about 25k per match for scouting alone and with kill assists being worth more than a component destrustion and a killing blow I can bring my c-bills up to over 350k w/o prem. To effectively c-bill farm would it not be a best to just get in quick with a light, tag+scout everyone then leave? It's not something I would personally do, I would find that it takes the fun out of the game, but I think there's far too little reward for taking out the ST of an enemy and rendering it possibly considering the damage you are likely to take compared to the seconds it would take to get more than that reward for simply running into the enemy group with a 162mph locust, spamming e whilst spinning around with a few lasers until I get killed. This seem sort of broken, is it to encourage lights?

Yes it is to encourage lights. The big guys get rewarded for knocking down mechs, the damage and kill rewards. Things like scouting and spotting are for lights. This is a generalization as both group of mechs can benefit, but they were designed with this in mind. There are two other big considerations that went in to designing the rewards.

First is risk. The behavior you described when you are in a light is more risky than poking out from behind cover, firing an alpha, then going back to cover. If you are getting scouting and spotting bonus you are actively engaged with the enemy and exposed so more points.

The second is teamwork. As you noticed doing things that require teamwork rewards better. That's most noticable in the kill assist. You'll also have more opportunity to earn these. Again they want to reward teamwork.

Finally, to address your concern about it being broken, they do have other rewards. If you like to get out there a duel and are successful, you should get the following bonuses. Kill, Solo Kill, Kill Most Damage Done, at least one Componet Destruction, and some Brawling if you're close. So there at lot of different stuff out there, but there is a focus on rewarding things it is believed to measure teamwork.

Lights are heavily rewarded the more they are able to stick around and contribute.

Scouting bonus' are nice and all, but where Lights really earn their keep is in Flanking and "hit and run" pay. They are able to engage and disengage multiple times racking up many bonus'.

Not to mention that they get the most generous "formation" bonus. when they do stick with the group.

If your able to be both a good light, and be able to rack up massive damage / kills against opponents, you will make bank. Lights have the flexibility / map presence that allows them to rack up big amounts of money if the players know what they are doing.

Lights have always been the least played weight class, and with the rescale many of them are now much easier to hit.

If you play well in a Light Mech you can get great earnings but if you make a mistake or your opponent is a good shot or even gets lucky 1 alpha strike will kill or cripple your Mech, as such for people to play Light Mechs there needs to be an incentive.

For a lot of people the lure of armor and firepower is more attractive than speed and agility, so to convince more people to play Lights you can;
Make them more powerful,
Make them more durable,
Make them more fun to play,
Give better rewards for using them,

Even when PGI made them more powerful with quirks and gave better rewards with the rewards they were still the least played weight class so short of something realy stupid like a 75% damage reduction quirk I think Lights will remain the least played weight class

I like the load outs of the wolfhounds, but I find them far too large and their weapon placements are something left to be desired.

Hitbox exploit is part of why.

All armor to front except 2.

Don't let anyone get behind you.

Welcome to 35 tonners that tank like 55 tonners.
