Why Can't We Assign Our Own Quirks?

So in light of the next round of changes to various mechs and their quirks, I'm left wondering why a system can't be placed where we as the player assign our own values to the mechs. As an example, take the Quickdraw 4G:

It currently has a total of 25% Energy quirks (20% Cooldown and -5% Heat Gen). Give the players the option of assigning that 25% into Cooldown/Range/Duration etc up to a max set value, say 20%. That way if they want to have something like -10% duration and +15% range they can, or 5% range, -5% duration, 15% cooldown, etc.

Same with structure, currently it has 38 structure points, let us determine where the go, once again assigning a max limit (i.e. no more than 14 points to a CT/LT/RT).

Things like Accel/Decel and weapon specific mechs (like the AC/2 on BJ's) could stay the same.

Likely this will lead to "meta builds" (i.e. duration/heat gen laser boats) but at least people won't be wasting Cbills or money paying for something that will be changed on a whim for no apparent reason.

Most MP only games have frequent balance changes. LoL, Dota2, Overwatch etc... One should expect changes on mechs/champions/heroes, no matter if they are bought by in-game cash or real money.

Assigning our own quirks is a decent idea for skill tree v.2, but not on drastic scale that you are proposing. We do not want +20% energy range snipers on Boreal any longer.

Well PGI still dont know why some mechs need quirks or some don't...

Better example is kodiak1 release with ZERO quirks coze you can boat 4-5ish more lasers than kodiak2 no matter if both kodiaks have really close sustained DPS coze of recent Clan heatsink nerf due of laser boating and number of DHS limitation in a kodiak ( 100 tonns but same amount of slots than a 25 tons myst lynx )...


In their mind a mech able to boat 20 lasers need twice less quirks than a mech which can boat 10 no matter if thoses 20 lasers are only low hardpoints and 10 others are only high mounted weapons.
And worst they don't matter if the 10 lasers boat is a IS mech and 20 lasers one is a Clan one...

For PGI a 10 IS lasers boat is equal to a 10 clan lasers boat.

Well about your topic it could be a good idea but for another game with proper balance maybe a blizzard game xD.
Or it could work if there is rules like duration quirks can be assign only if you dont have pulse laser ... range quirks only if you don't have normal lasers.
It mean quirks for minimize weakness of a weapons not maximize a strenght.
Missile range quirks for srms, not for lrms, velocily for lrms not srms.

Having Quirk Modules would be the way to do this. We already have some - cooldown and range - but having a choice of more would be better: heat generation, laser duration, structure buffs, etc.
