My answer is nothing, due to the Clan XL engine. Being able to survive side torso loss gives the edge, in most 50/50 situations.

PGI will nerf cSPLs as a blanket nerf to all viable Clan lights and mediums, thus restoring order in the galaxy yet again and maintaining heavy mech hegemony.
FS9-S1 with ECM would be great, but would probably not have even the tiny weapon quirks of the FS9-S, because PGI still believes ECM mechs are OP (ref: RVN-3L quirks)
Did I mention PGI hates light mechs?

I could see the FS9-S1 in the game - drop one of the 7 energy hard points for ECM and you'd be balanced enough. Without some of the weapon quirks (which PGI seems hesitant to give out these days) I don't think it'd be better than the Firestarters already in the game. I don't think it'd be a game breaker.

Technically the Arctic Cheetah is the better overall mech due to its smaller size, similar weapons load out and ECM but I absolutely love the mobility and jump capability offered by the Viper Chassis.
As far as IS mechs that can match the Arctic Cheetah, I would say there is alot of them. Honestly I don't find anything about the Arctic Cheetah that is awe inspiring whatsoever. It is a solid workhorse mech with solid performance capabilities but something about it just feels generic. Many IS mechs are more responsive and easier to maneuver which is going to make a huge difference for some people. Also playstyle is going to be a huge factor as the Arctic Cheetah doesn't offer much diversity in playstyle, at least not if you want an efficient build. Someone mentioned specialist roles and this is important to take into account as well as not everyone is going to have the same affinity for a given playstyle and that can make a huge difference on the performance of any given mech.
I guess my point is, while there are bad mechs in this game, there is no best mech. There are just too many factors including player preference that is going to affect the overall performance of a mech and the Arctic Cheetah while a great mech isn't always going to be the best mech for every situation or player.

They wouldn't drop energy hardpoints, as all 7 are canon. But the question is how they would nerf the FS9-S1 so it's not a direct upgrade. Maybe max 280 engine cap?
