and also the locust's small size is a much bigger advantage in low tiers then in T1, so if u start to balance by size u will inevertably get problems with the avrage aiming skill diference between tiers...

to sum it up,
balance by size is in my opinion posible but;
-its a load of work
-it would look very strange (diferent size between variants of the same chassi and huge size variations between chassis of the same tonage)
-it is based on aiming skill, sommeting that varies wildly between top and botom tiers

Dartboard? How that is some old school reference. But unlike your small line of thought PGI has actually done very well in balancing MWO in the last 12 months. They have brought clans and IS in line while still giving a difference between the two. PGI has also done the resizing based on the volume metrics of every mech, and lastly they will continue to work on the game to make it better. So why bring up an old reference used for when PGI was doing weapon rebalance before clans where in the game? The mechs you bring up are or were out of line in balance and had to be smacked back into line.
