This has been brought up by the community for years in MWO. Mostly revolving around maps, however many other useful things could also come from it. Just as CoD way back when, brought mainstream Modern Warfare from user mods, to the current DayZ that got the guy hired and a stand alone to be made.
Even as some he shows games allowing players to vote on user content to be introduced, this seems to bring to realization that there are actual games out there that get, use, and appreciate player input.

User content is a great thing too many developers and whoever else seem too scared to implement because they seem worried it might cost them money, when truth be told it will help them sell more stuff!

Games like Minecraft and TF2, or basically any of the mods on ModDB, have proven that playerbases can be just as creative as the real developers, if not more so.

Mechwarrior 4 had a map creation utility.
Way over 500 fully functional maps were created for free by the community.
At least 200 of those maps were fun and enjoyable maps.

MWO has no map creation utility.
PGI pays developers 100k+ for each map, then has to go back and redo the maps.
The playerbase is bored to death from playing on the same god damn maps.

It seems like an easy problem to solve. All it requires is a brain.
