I see there's a couple sound mods for the game which seem to be legal to use, or at least I haven't heard of any bans related to them, but that's not what I want to discuss here.
Are there any tutorials or general information on HOW to create your own sound mod? I'd love to create some of my own but I'm not sure where to get started.

I would assume that the sound mods out right now do not violate those terms, considering the players using them aren't being banned left and right. I'm hoping to find any information/tutorials/assistance/etc. for creating my own sound mod without violating those terms.

They are still considered a violation of terms. Just one that PGI has at this point not yet enforced.
So you won't find much help on the official forums for this topic (as you will get moderated and given a stern warning if you do post anything that violates the ToS here.)
Ultimately, the ability to modify game files might be harmless in this case, but it does potentially open the door for more nefarious abuses. So you won't find much helping you on this matter here.

Unless the information I read was outdated, I thought it was explicitly not a violation of the terms since no game files were being modified, just removed/added? There's also a statement saying that the sound mods are not outlawed https://twitter.com/...534490457157632
Since it's not against the code of conduct/ToS supported by a statement from the Piranha Games president, I would imagine there should be some community support?
Keyword from what I understand being that no PAK is modified, you simply REMOVE the pak without modifying it, and add your own instead.

Sounds as a task for the Community Manager. She could ask somebody in PGI if the Code of Conduit still stands or not.
