Because I can't ever keep it straight, does the ERPPC quick apply towards PPCs too, or is it the other way around? i.e. - does the ERPPC quirk on the Panther also apply towards PPCs if I want to run those instead?

Nope. Other way round. Ppc quirks apply to both ppc and er ppc. Er ppc quirks are unique to er ppc.
For a quick check in-game, hover your cursor over the weapon and the list of quirks affecting said weapon will be at the bottom of the pop up box
